Many cities imposing broad cuts as revenue shrinks

(AP) ? More than half of cities have cut staff, canceled construction projects or raised fees this year, according to a report from the National League of Cities that catalogs the vast damage from shrunken property- and income-tax revenue.

Cities are struggling from the same problems that have left the national economy sputtering: high unemployment, a depressed housing market and weak consumer spending. Those factors have reduced the taxes that cities collect for a fifth straight year. Many have had to make up the gap by laying off employees, freezing pay, cutting services, raising fees or suspending construction projects.

Two-thirds of city finance officers said they had delayed or canceled public works projects this year. Two in five reported raising fees for city services. One in five had cut spending on public safety. Nearly one in three had laid off staffers.

"We hoped the worst would be over at this point, but given where the economic considerations are, that seems to be very unclear here in the fall of 2011," said Christopher Hoene, director of the league's research arm and one of the report's authors.

Cities typically suffer the full force of a recession later than states and the nation as a whole do. Many cities rely heavily on property tax revenue, which can take several years to fully reflect falling home prices.

By comparison, states rely mostly on income and sales taxes. Income-tax revenue usually falls steeply within months after layoffs. State sales tax revenue also drops as people spend less.

The hardest-hit cities have been those that depend most on income from property taxes, the report said. Many are in the Northeast, Hoene said. By contrast, Midwestern cities tend to have steeper income taxes. And cities in the West, South and Southeast typically rely more on sales-tax revenue.

All three categories of tax revenue are expected to decline in 2011, Hoene said.

The report is based on a survey taken this spring and summer, before worsening economic data and fears about Europe's debt woes hurt consumer confidence and caused wild swings in the stock market.

"There may be a reconsideration of that as this year continues to unfold," said another co-author, Michael Pagano, dean of the College of Urban Planning at the University of Illinois and Chicago. "We're looking at at least another two or three years of very troubling fiscal signals for cities and municipalities."

The report is based on an annual survey of finance officers from cities and municipalities with more than 10,000 residents.

Obama heads west to raise cash, energize liberals (AP)

SEATTLE ? President Barack Obama charged Sunday that the GOP vision of government would "fundamentally cripple America," as he tried out his newly combative message on the liberal West Coast.

Aiming to renew the ardor of Democratic loyalists who have grown increasingly disenchanted with him, the president mixed frontal attacks on Republicans with words of encouragement intended to buck up the faithful as the 2012 campaign revs up.

"From the moment I took office what we've seen is a constant ideological pushback against any kind of sensible reforms that would make our economy work better and give people more opportunity," the president said at an intimate brunch fundraiser at the Medina, Wash., home of former Microsoft executive Jon Shirley.

About 65 guests were paying $35,800 per couple to listen to Obama at the first of seven fundraisers he was holding from Seattle to Hollywood to San Diego on Sunday and Monday. The three-day West Coast swing, ending Tuesday in Denver, offered him the chance to try to reassure some of his most liberal and deep-pocketed supporters.

The trip comes as Obama has shifted from focusing on compromise with Republicans on Capitol Hill to calling out House Speaker John Boehner and others by name. The president has criticized them as obstructionists while demanding their help in passing his $447 billion jobs bill.

The revamped approach is a relief to Democratic activists fed up by what they viewed as the president's ceding of ground to the GOP on tax cuts and other issues while the economy has stalled and unemployment is stuck above 9 percent.

Obama said 2012 would be an especially tough election because people are discouraged and disillusioned with government, but he also said he was determined because so much is at stake.

The GOP alternative, Obama said, is "an approach to government that will fundamentally cripple America in meeting the challenges of the 21st century. And that's not the kind of society that I want to leave to Malia and Sasha."

Obama got a friendly welcome from invited guests at his first stop. But elsewhere liberal activists were making plans to greet the president with demonstrations criticizing his policies or reminding him they want him to do more.

"We want to see Obama stand up as strongly as he can to fight for the people of this country who are working out there to make ends meet," said Kathy Cummings, communications director for the Washington State Labor Council. The council was helping organize a demonstration outside Seattle's Paramount Theater, the site of an Obama fundraiser later Sunday.

Obama and the Republican presidential candidates are working overtime to raise campaign cash ahead of an important Sept. 30 reporting deadline that will give a snapshot of their financial strength. Obama's West Coast visit was heavy on fundraisers: two each in Seattle and the San Francisco area Sunday, followed by one in San Diego on Monday and two in Los Angeles.

He's meeting with the Silicon Valley and Hollywood elite, including an event Sunday night in Atherton, Calif., at the home of Facebook chief operating officer Sheryl Sandberg.

The expected haul from all seven events: $4 million or more.

In addition to the fundraising, Obama scheduled a town hall-style event Monday in Silicon Valley, hosted by social networking company LinkedIn. The trip ends Tuesday with a speech to supporters in Denver, where he accepted the Democratic nomination three years ago.

Obama was pushing throughout for his job proposal, which combines tax cuts, unemployment benefits and public works spending. The bill faces a hostile reception on Capitol Hill, particularly because Obama wants to pay for it with tax increases opposed by Republicans.

A top aide, David Plouffe, said the White House expects a vote in the Democratic-controlled Senate in October. Despite reservations even from some in the president's own party, "I think it's got a very good chance" of passing, he told ABC's "This Week" on Sunday.

If he can't persuade Congress to pass the bill, Obama has said he wants to make sure the public knows who's standing in the way.

Jobs are a major concern in California, where unemployment stands at 12.1 percent, highest of any state except Nevada.

Mark DiCamillo, director of California's Field Poll, said that's contributed to a softening of support for Obama among Democratic and independent voters. Obama's job approval rating dropped to 46 percent among Californians in a Field Poll this month. Among Democrats it was 69 percent, but that was down 10 percentage points from June.

"Californians voted for him by 24 points in 2008 and the Democrats and nonpartisans were the backbone of his support and he's losing some of that now," DiCamillo said. "I think there's a lot of frustration in California about Washington. ... They're looking for Obama to do something."

The summer's nasty debate over raising the government's borrowing limit turned off voters. Many liberals bemoaned the deal that cleared the way for a higher debt ceiling, with Obama agreeing to Republican demands for steep budget cuts without new taxes.

But Democratic supporters are heartened by the jobs plan and Obama's insistence that Congress must raise taxes to pay for it. Now they're hoping that the confrontational Obama they're seeing now is the same one they'll see through the 2012 campaign.

"We wish that his fighting spirit had been there a few months ago, but it's here now," said Rick Jacobs, head of the Courage Campaign, a progressive online organizing network in California.

The release of Tomas Alfredson?s adaptation of John Le Carr??s spy novel was one of the highlights of the film calendar for all cineastes, a possible classic in the making worthy of huge excitement, as our preview of it would indicate.

Many would have wondered how the Swedish director?s style, so visible in his masterpiece Let The Right One In, would translate to the spy genre. After all, this is a world we?re used to seeing through a glossy lens, full of beautiful women, fast cars and layer upon layer of subterfuge, usually captured in a series of exotic locations.

Tinker, Tailor, Soldier Spy does fulfil some of the above criteria, but not in a manner we?ve really seen before. Tracing the hunt for a mole in the British Intelligence service ? ?The Circus? as it?s dubbed here ? in the 1970s, Alfredson?s film has more hidden twists and turns than an unlit country lane at night. Gary Oldman?s spy George Smiley ? recalled by the government after being forced out along with old boss Control (John Hurt) ? must root out and rout the Russian spy lurking in the upper echelons of the Circus. The suspects are the top brass of the organisation: Bill Haydon (Colin Firth); Percy Alleline (Toby Jones); Roy Bland (Ciar?n Hinds) and Toby Esterhase (David Dencik). The problem: How do you spot a spy amongst spies?

Alfredson makes it as difficult as possible. Bringing the same grim flair which made Right One In so enthralling to this very English affair, he offers no linear plot developments, every stolen glance and unexplained meeting playing out against the granite-faced impassivity of Oldman?s Smiley. How nice it is, too, to see a director with a noticeable celluloid signature in an age of studio hacks and CGI addicts.

What helps foster this sense of total uncertainty is the stellar cast, all more than adroit at shielding their characters? true intentions under sheaths of enigma, seldom revealing the meaning behind any action or conversation. Oldman, who along with the superb Benedict Cumberbatch (as his partner Peter Guillam) carries the bulk of the exposition, is magnificent: his Smiley must remain something of a blank canvas onto which action is projected, but Oldman fills the master spy with a telling humanity, revealed in fragments. His stony exterior never completely cracks, but we see it fracture as he uncovers his wife?s infidelity or vividly relives a conversation from years past. Cumberbatch?s Guillam provides a spry foil to Oldman?s gravitas, an idealistic young man with a firm belief in truth and a far more heart-on-the-sleeve approach to espionage.

Of our suspects, Firth and Dencik stand out. The former, unsurprisingly, is perfect for his role: his clipped aristocratic voice and swagger making Haydon at once the most likeable and most odious of the bunch. Firth also underplays masterfully, forming a rigid fa?ade into which not we, nor anyone else, can delve. Dencik, quiet for much of the film, has a brilliant third-act scene with Smiley which offers the one of the only hints of humanity behind the hubris of The Circus? bigwigs, and pitches it wonderfully, deftly staying the right side that fine line between overwhelming emotion and melodrama.

Incredibly, there are still two major cast members who find time to turn in magnificent performances. Mark Strong, so wonderful in The Guard, is magnetic as one MIA agent, Jim Prideaux, and Tom Hardy?s Ricki Tarr ? the other AWOL Circus operative ? is a riveting creation, full of conflict and misplaced courage. To reveal much else about either?s performance would be a spoiler.

Indeed, it?s tough to find the right way to describe TTSS without giving tidbits away. Alfredson?s movie, from Peter Straughan and Bridget O?Connor?s screenplay, is a finely balanced highwire act, forcing you to focus on the road just ahead while simultaneously daring you to peek over the side. For those who don?t yet know the finale from one of the earlier adaptations or the book itself ? I didn?t ? it?s nearly impossible to predict from scene to scene, and able to grip despite showing remarkably little action for a film of its type.

Just as the cast masterfully underplay the drama, so too Alfredson can mine tension from the most minuscule, mundane events (has a sequence of someone looking through archives ever been this riveting?) and enhances the incidental sounds of footsteps or mechanical clicking to heighten our senses at every turn, a technique fans of Right One In will already know well. The outbursts of violence, when they come, are brutal and painfully realistic, and made all the more shocking by their suddenness; this is a film where death comes quickly, and is not pored over with voyeuristic glee or dismissed with glib remarks.

The most striking visual weapons in Alfredson?s arsenal are his colour palette and long single-shots. Every shade and hue is muted here, all deep blues and faded browns, an environment of shadow and almost unsettling normality in which Istanbul, London and Budapest are permanently overcast and the only splashes of colour are blood or glowing cigarette tips. The latter technique is beautifully utilised, Alfredson?s lens lingering on faces or in moments for a few beats longer than you expect, letting his talented cast reveal tiny nuances of character through the delicate movements his crisp cameras detect so well.

Credit the director and screenwriters, too, with creating an intriguing, but never frustrating storyline. We?re constantly dared to second-guess events, but as we continually fail to predict them, the brilliance of Smiley is further highlighted, and the skill of his suspects made even more apparent. The plot?s twists ? of which there are more than a few ? aren?t contrived or awkward partly due to the marvellous acting on display, but also because they are so well captured and written. The more you think back over the film, the more tiny details you notice, and the more you appreciate the depth of effort put into this superb movie.

Verdict: Bled of colour but not of vividness, stripped of answers but not of questions, Tinker, Tailor, Soldier, Spy is a tremendous piece of cinema. The aesthetic, sound, direction and script are all beautifully crafted, and you won?t see a better ensemble performance than this for quite some time. Superior filmmaking on nearly every level, and utterly brilliant.

Score one for Jon Jones. With all the tomfoolery surrounding the MMA version of "Spygate," Jones fired back in mocking fashion this week. Joining 106.7 The Fan's Luke Thomas, Jones did an entire interview using a phony British accent. Why you ask?

"I'm British, being a double agent is what we do," said Jones.

Jones never broke character. It seems like the 24-year-old is handling the Jackson mind games in stride.
